Compliance Status

This website is not compliant with the Web Content Accessibility Guidelines version 2.1 AA standard. The non-compliances are listed below.

Non-accessible content

The content that is not accessible is outlined below with details of where it fails the success criteria and planned dates for when issues will be fixed.

There are menus and pages where content may not be structured logically or be navigated and read by a screen reader. There may also be pages without descriptive links, meaningful headings and labels or use of proper markup for every feature. These fail WCAG 2.1 success criterion (Design principles). There are limitations to the site structure inherent in the core design of the website, these issues will be addressed during a complete review of the website within the year.

Disproportionate burden

Navigation and accessing information

Some of the site content and forms and tables are difficult to navigate using a keyboard. For example, because some tables are missing appropriate markup. There is also content design, built and hosted by third parties.

We've assessed the cost of fixing the issues with navigation and accessing information. We believe that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. We will make another assessment when the website is reviewed, likely to be in within the year.

How this website was tested

This website was and is currently being tested for compliance with the Web Content Accessibility Guidelines V2.1 level AA, and these tests have been carried out internally. The process for doing a detailed check included manual testing based on GOV.UK's guidance on accessibility and automated testing on a sample of pages using WEBAIM's WAVE Web Accessibility Evaluation Tool.

What is being done to improve accessibility

There is a plan to identify and fix issues according to the timescales shown above. Any new content or PDFs published will meet accessibility standards. This statement was prepared on 21 September 2020.
